The founder of Scientific School of strategic planning is Dr. Nikolai I.Veduta (1913-1998),PhD ( in economics), professor emeritus, corresponding member of the Belarus National Academy of Sciences . He is the Author of more than 100 scientific works, including 5 monographs. He was awarded the Order “ the Badge of Honor "(1966) and medals.
Dr. Veduta Nikolai Ivanovich was born in 1913 in small town Starobelsk, Kharkov province. His perfect systemic thinking was formed in 30-ies.during studies at Kharkov Polytechnic Institute (1933 - 1938).
His working career started with a headman of agricultural machinery and tractors station. In 1952, while in the position of General Constructor of the Kharkov Tractor Factory, he enrolled in post graduate of the Institute of Economics of the USSR, where he defended his Ph.D. thesis. Already in the 50's, he criticized the theoretical views of Soviet economists, associated with the the commodity problems of the planned economy.
Then he worked as chief engineer of the Minsk Tractor Plant, and then as the Head of the State Planning Commission of Belarus. After that, In 1957-1962 he became the Deputy Director and Head of the strategic plan Department of Economics Institute of USSR Academy of Sciences.
In 1962-1967 Dr.Veduta took the post of Director of the Central Research Institute of Technical Management (CRITM) and at the same time he is a member of the board of the USSR Ministry of Instrument - making. As the CRITM director he headed the introduction of the country's first automated control systems (ACS) for machine-building enterprises production process . He was a supporter of large-scale introduction of ACS to improve production management. At the same time he was an opponent of the Ministry for the introduction of expensive computers 60-th period, not focused on the management processes.
In 1967-1977 – Head of the Department of the Institute of Economics BSSR and at the same time - the head of the Chair of the Belarusian Institute of National Economy. In 1977-1989 - he is a Senior Research Fellow, Head of the Department of Computer Research Institute (Minsk) and in 1978-1982 - Professor of the Republican Institute for Advanced Studies for top managers and industry experts.
Since the late 50's. he cooperated closely in the development of economic-mathematical sciences in the USSR with scientists from the Central Economics and Mathematics Institute, Academy of Sciences of the USSR (AS USSR) such as full members of AS USSR Dr. V. S. Nemchinov, Dr. V.V. Novozhilov, Dr. N.P. Fedorenko, Dr. N.Ya. Petrakov, Dr. S.S. Shatalin and others.
In his doctoral dissertation on the issue of economic efficiency of capital investments and new technology, focusing on the modeling method of successive approximations, simulator practice of management, which was the development of Leontieff method “input – output” for the effective management of the economy.
Dr. N.I. Veduta understood the importance of the market to optimize the management of the economy. Principles of combination plan and market were outlined by him in 1971 in his book "Economic Cybernetics" and were developed in the subsequent scientific articles. His arguments for inclusion in the economic management of equilibrium prices as feedback was a new theoretical proposition for the Soviet economy and quoted the voice of America and the BBC.
During the XX century world leading research scientists tried to construct a model of effective management of the economy on the principals of sustainable development of crisis-free society as the historical perspective. The historical experience of the USSR, as the basis of new economic theories and models is invaluable as a unique socio-economic experiment that has global significance.
Dr. N.I. Veduta was not only a noble manager but also a scientist who was able to compile a unique experience of the Soviet Union to create a model of mixed economy, modeled on the mechanism of free competition with the inclusion of the market impact to establish the proportions in the planning.
Therefore Dr. N.I. Veduta will always be a number of the world prominent economists.
In the last book, published in 1998, Dr. N.I. Veduta summarizes all of its great scientific and practical experience. Unlike the current System of National Accounting (SNA), in which for some states to assigning the sale of distressed property, and the others - the role of creditors in his book provides a framework of the XXI century SNA, which allows each state or economic blocs that has a huge natural and intellectual resources of the expected effective strategic plan for social development. In his there are proposals for pulling the economy out of crisis, justified by specific calculations of the trajectory of social- economic development based on mathematical modeling.
Successful implementation of the principles embodied in it a dynamic model of strategic planning depends on the training of new specialists of strategic management.
In 1998 the International Biographical Center of Cambridge recognized Dr. N.I. Veduta economic researches as the outstanding achievements of XX - th century. At present time proposed by Dr. N.I. Veduta Dynamic Model of strategic planning, to arouse interest from specialists in China, Germany, etc.
Dr. N.I . Veduta strategic planning scientific school is the result of a synthesis of K. Marx and F. Engels economic reproduction theory, N. Wiener Cybernetics, and V. Leontieff economic-mathematical model of input-output, as well as the vast personal experience of a mechanical engineer, as an organizer of production at different levels of management corporation of the USSR, the creator First automated control systems (ACS).
Nikolai Y. Petrakov
Graduated from Moscow State University, specializing in Political Economy "(1959), Doctor of Economics (1972), Professor (1972), corresponding member of USSR Academy of Sciences (1984), member of Russia Academy of Sciences (1990), member of Bureau of Economics Branch of RAS, Director of the Institute of Market Problems, RAS (1990), Honorary Doctor of CEMI RAS (2003), Head of the Chair "Economic Policy" at Philosophy Faculty of Lomonosov Moscow State University, professor for "Strategic management and economic policy" and Scientific supervisor of the same academic program, a member of the Scientific Council of the Security Council of Russia, an expert advisory board of the Accounting Chamber of Russia, the Joint Scientific and Expert Council of the RAS and Moscow Government for Sustainable development and security of the Moscow megalopolis and the Russo-Yemeni Friendship Society. He was awarded the Order “the Badge of Honor ".
Nikolay Yakovlevich Petrakov - known in our country and abroad scholar-economist, an expert in economic-mathematical modeling, methods and mechanisms of pricing and market regulation.
The main field of interest - development of market mechanisms of economic management, and modeling of processes of pricing, theory and methods of implementation of economic policy in market economy conditions.
N.Ya. Petrakov made a major contribution to the development of the foundations of a market system of the economy, the theory of measuring costs and outcomes in the economy. In recent years, he obtained important new results in the organization of the transition process to a predominantly market-oriented system of economic management.
In 1990, Dr. N.Ya. Petrakov worked as Economic Affairs Assistant for General Secretary of the Central Committee of the Communist Party of the USSR, as well as Economic Affairs Assistant to the President of the USSR. In 1994 he was elected as State Duma deputy, where he worked until 1996.
Dr. N.Ya. Petrakov is the head of Chair of market economy problems of the State Management University and the head of Chair of the economic policy philosophical faculty of MSU and works as Professor for Economic Theory G.V. Plekhanov Academy of National Economy.
Dr. N.Ya. Petrakov - author of more than 260 scientific publications, including ten monographs. Many of his works have received international acclaim. He is actively involved in the training of scientific personnel, more than 30 years is active in higher education. He was scientific adviser of 25 theses in the field of economic sciences. He is a member of the editorial boards of the scientific journals "Economics and Mathematical Methods" and "Issues of the economics”.
